Electric Vehicle Replacement Assistance Program (EVRAP)

The Electric Vehicle Replacement Assistance Program (EVRAP) is a new income-qualified incentive program that helps eligible Utah residents replace older, higher-polluting vehicles with new or used electric vehicles (EVs). The program is designed to improve air quality while making EVs more affordable for low- to moderate-income households.

Applying for the EVRAP

To apply for assistance you will then submit a completed EVRAP Application, proof of Utah residency, and proof of income to the Bear River Health Department Environmental Health Service Area. 

Who Qualifies

You many be eligible if: 

  • You live in Utah and are at least 18 years old.
  • Your household income is at or below 500% of the Federal Poverty Level.
  • You own a gas or diesel vehicle that is: 
    • Eight model years or older, or
    • Failed an emissions test within 30 days of applying.
  • Your vehicle has been registered in Utah for the past 12 months (the vehicle must have been registered in Utah for at least one year, and the registration cannot be expired for more than one year).
  • You hold a clear title (no loan or lien).
  • You’re willing to purchase a qualifying EV through a participating dealership.

Incentive Amounts

Depending on your income, you could receive:<br />

These grants can be combined with other rebates and tax credits, as long as the total doesn’t exceed the cost of the vehicle.

Vehicle requirements

Your current vehicle must:

  • Be gas or diesel-powered
  • Be able to drive under its own power to the dealership
  • Not be an EV, motorcycle, RV, camper, or boat

The replacement EV must:

  • Be all-electric
  • Be new or used, and model year eight years or newer
  • Cost no more than $48,125 before tax, title, and licensing
  • Be purchased through a participating EVRAP dealership

How it works

  1. Apply through the Bear River Health Department. We will review your information, confirm eligibility, and issue a voucher.
  2. Take your old vehicle and voucher to a participating dealership.
  3. Pick your EV, complete the paperwork, and trade in your old car.
  4. The dealer handles the recycling process and submits all required documents.
  5. Your voucher is applied to the purchase price, and the Bear River Health Department reimburses the dealer.
