Vehicle Repair & Replacement Program (VRRAP)
The Vehicle Repair and Replacement Assistance Program (VRRAP) provides funding assistance to individuals whose vehicles are failing vehicle emission standards to either replace their failing vehicle with a newer, cleaner one or to repair it.
Applying for the VRRAP
Applications available at the Bear River Health Department Environmental Health Building. For more information call 435-792-6570.
To apply for assistance you will then submit a completed VRRAP Application, proof of Utah residency, and proof of income to the Bear River Health Department Environmental Health Service Area.
Who Qualifies
You many be eligible if:
- You are a resident of Cache County and are at least 18 years old.
- Your household income is at or below 300% of the Federal Poverty Level.
- Applicant must be on the title/registration.
- Proof of income must be provided for all adult members in the household, including:
- W2 Form
- Last year’s tax return
- At least two previous paystubs
- If zero income claimed, additional income verification is necessary:

- Documentation showing termination of employment from previous employer
- Letter of severance from previous employer
- Social Security/Disability Documents
- Order of Child Support/Alimony
- Letter of verification through the Department of Workforce Services
- Current school transcript AND student ID card

- Only one applicant per household per calender year.
Vehicle Repairs Financial Assistance
Financial assistance for emissions related repairs may cover the entire repair for those who qualify, but maximum assistance towards emission-related repairs is capped at $1,000. This means that if a repair costs $1,500 an individual will receive the listed amount below and still be responsible to pay the remaining balance. Also, please be aware that if the repair costs less than the amount qualified for, the remaining balance on the voucher is not refunded to the individual.<br />
Vehicle Repair Requirements
- Vehicle must be Model Year 1996 or newer.
- Vehicle may not be under warranty.
- Vehicle must have current, or recently expired registration (<6 months) in Cache County, Utah, with at least 12 months of registration within Cache County.
- Failed emissions test within the last 30 days.
How it works for Vehicle Repairs
- Apply through the Bear River Health Department. We will review your information, confirm eligibility, and issue a voucher.
- Take your vehicle and voucher to a participating repair station.
- The repair station submits all required documents.
- Your voucher is applied to the repair price, and the Bear River Health Department reimburses the repair station.
Vehicle Replacement Financial Assistance
The financial assistance available to those who qualify to replace their car is based on household income.
Vehicle Replacement Requirements
- Trade-in vehicle must be Model Year 2007 or older.
- Vehicle must have current, or recently expired registration (<6 months) in Cache County, Utah, with at least 12 months of registration within the state.
- Failed emissions test within the last 30 days.
- Vehicle cannot have a lien.
- Trade-in vehicle must be driven to the dealership under its own power.
- Voucher amount will take place of any trade-in credit.
- Vehicle purchased must:
- Be current year or last 7 model years (i.e. in 2026, must be 2019 or newer)
- Cost less than $35,000 before tax, title, and licensing
- Have less than 70,000 miles on odometer.
- May have a new or used title.
How it works for Vehicle Replacement
- Apply through the Bear River Health Department. We will review your information, confirm eligibility, and issue a voucher.
- Take your old vehicle and voucher to a participating dealership.
- Pick your vehicle, complete the paperwork, and trade in your old car.
- The dealer handles the recycling process and submits all required documents.
- Your voucher is applied to the purchase price, and the Bear River Health Department reimburses the dealer.
