Why Prevention Coalitions?
We work with substance misuse prevention coalitions because we want to prevent problem behaviors in young people before they happen. Healthy youth contribute to a healthy community and a community that supports our youth supports all of us.

Box Elder Safe Communities Coalition
Vision: The vision of the BESCC is to provide a partnership between community agencies and individuals working together to create and maintain a safe and healthy environment.
Mission: The mission of the BESCC is to draw upon community resources to strengthen families and individuals by providing education and resources and creating an engaged and connected community.
Description: Box Elder Safe Communities Coalition is a group of dedicated community members and organizations that meet bi-monthly. Guided by data-driven, prevention science strategies, the coalition is committed to ensuring a bright future for youth and families in South Box Elder County.

Northern Box Elder Coalition

Description: We are in the very early stages, and we are committed to making a meaningful difference by focusing on the communities within the Bear River High School boundaries. Our goal is to leverage existing resources, activities, and local strengths to create a strategic, targeted impact. We invite all community members interested in reducing risks and fostering a healthier, more connected environment to get involved. Whether you’re a local parent, business, student, or community leader, your participation is vital and appreciated.

Logan Communities That Care Coalition
Vision: Logan Communities That Care Coalition envisions a city that values the mental health of its children, youth, and families and supports their efforts to be healthy individuals.
Mission: The Logan Communities That Care Coalition focuses our efforts on helping our children and youth to be mentally healthy so that they can avoid substance misuse now and in the future.
Description: The Logan Communities That Care Coalition (LCTC) is a group of community members working towards creating a healthy and safe environment for our youth. We are focused on the Logan City School District (LCSD) and students that live within the LCSD boundaries. The risk factors we have chosen to focus on are low commitment to school, parental attitudes favorable to antisocial behavior, and low neighborhood attachment. The protective factors we have chosen to focus on are family attachment and prosocial involvement. These priorities have been chosen based off of the SHARP survey and other local data.

Description: Northern Cache Cares (NCC) was started in 2024 with the goal to reduce substance use among youth in our communities. Our coalition serves those living in the boundaries of Green Canyon High School and Sky View High School. This includes the following cities and towns: Amalga, Benson, Clarkston, Cornish, Cove, Hyde Park, Lewiston, Newton, North Logan, Richmond, Smithfield, and Trenton. If you are passionate about the youth and would like to help, we would love to have you join our coalition!

Southern Cache Communities That Care
Vision: Southern Cache County will be a thriving community where individuals and families are empowered to make safe, happy, and healthy choices.
Mission: Southern Cache Communities That Care’s mission is to strengthen youth, families, and our community to prevent substance misuse and mental health challenges. We hope to achieve community level change and have a lasting impact through outreach, prevention, education, and empowerment.
Description: The Southern Cache Communities That Care Coalition (SCCTC) was established in 2023 to address youth substance misuse and prevention in the communities and schools that feed into Mountain Crest and Ridgeline High Schools. Those communities include Avon, College Ward, Hyrum, Mendon, Millville, Mt. Sterling, Nibley, Paradise, Petersboro, Providence, River Heights, Wellsville, and Young Ward. Membership is made up of citizens and representatives of agencies, organizations, or government entities that support the mission and vision of SCCTC.

Description: The USU Prevention Coalition is just getting started on the Utah State University Logan Campus. This is great news for the campus community because functioning evidence-based coalitions have been shown to bring communities together as they apply localized data to solve possible problems and promote healthy living in the community. Members of the coalition also help to determine what could help to strengthen community connections across the board. We are excited about the possibilities that a campus community coalition holds for the future at Utah State and can’t wait to engage stakeholders and continue the work to build such a great resource on campus.

Strategic Prevention Framework
The Strategic Prevention Framework (SPF) is a dynamic, data-driven planning process that prevention specialists and coalitions can use to understand and more effectively address the substance misuse and related mental health problems facing their communities. The SPF includes five steps:
- Assessment: Identify local prevention needs based on data (What is the problem?)
- Capacity: Build local resources and readiness to address prevention needs (What do you have to work with?)
- Planning: Find out what works to address prevention needs and how to do it well (What should you do and how should you do it?)
- Implementation: Deliver evidence-based programs and practices as intended (How can you put your plan into action?)
- Evaluation: Examine the process and outcomes of programs and practices (Is your plan succeeding?)
Communities That Care
The Communities That Care (CTC) system is a planning and implementation process for building positive futures for youth community-wide. It brings diverse stakeholders together to prevent youth health and behavior problems in a science based, data-driven way. The CTC system follows a five phase process:
- Get Started: In this first phase, community leaders assess readiness, decide to bring CTC into the community, and identify a diverse group of stakeholders to get involved.
- Get Organized: Now that key stakeholders are bought into the process, it’s time to build up a solid group of individuals who will actively implement the CTC process in the community. Coalition membership, organization, vision, and communication are established during this phase.
- Develop Community Profile: The coalition reviews local data sources to determine priorities for prevention, including substances, risk factors, and protective factors. The coalition then assesses local resources to identify gaps in services in response to those priorities.
- Create a Plan: The coalition creates an action plan to implement and evaluate appropriate tested and effective strategies to address the priorities selected in phase 3.
- Implement and Evaluate: The action plan is implemented in the community and evaluated to determine effectiveness. Adjustments are made as needed to ensure the community is benefitting from the actions of the coalition.
Social Development Strategy
A key element of the CTC process is the Social Development Strategy (SDS). The SDS fosters the success and health of young people from before birth through every stage of development. It can be broken down into five pieces. Young people need developmentally appropriate OPPORTUNITIES to actively participate and interact with others. Young people need the SKILLS in order to succeed in those opportunities and to be RECOGNIZED for their effort, improvement, and achievement. Those elements promote positive BONDING between young people and the people or groups who provide recognition. If those people or groups set CLEAR STANDARDS for behavior, young people will be more likely to follow them because of the bond they have developed. Learn more or watch a short video about SDS below.
Utah Prevention Coalition Association
The Utah Prevention Coalition Association provides training and promotes a sustainable future for substance use prevention coalitions across the state of Utah. They are united in mobilizing community coalitions to reduce substance use risk factors, increase protective factors, and improve mental health by using evidence-based prevention strategies.
